     Presented by Alderman John King and acepted 7 August 1878(1) (2) The bust was given by by King at a time when Heron's health was deteriorating. The sculptor was the Lancashire-born Mr Warrington Wood at Rome.
     Joseph Heron was the Town Clerk of Manchester Corporation from its inception in 1838 until his death in 1889. A sharp intellect, organisational skills and determination made Heron a central figure in the development of effective system of modern municipal government in the city. His contribution to the development of local government however extended well beyond Manchester. His work was recognised with a knighthood in 1870.
